The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are issued from different nations. Immense energy is devoted on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a ability enabled by up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Following this, a automatic firearm opened up on a drone in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

With pauses, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are evidently unprepared to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, no doubt, continue.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a assumption understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a total frontline collapse until situations evolve in its benefit.

Current Realities

Factually, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
